1. The tournament will be played in accordance with the Laws of the Game of Rugby Football as framed by the International Rugby Board and adopted by the Rugby Football Union in RFU Regulation 15A, with the following amendments:
2. The format of the Tournament is a round robin format for U12 age group. Each side shall comprise 12 players selected from a team of a maximum of 20 players who must all be registered with the organiser of the Tournament before the start of play. Please arrange to toss-up and decide kick-off and ends before the end of the previous match.
3. Matches will be 10 minutes each way. Half time is 3 minutes only. Injury time will not usually be played, however time maybe stopped by the referee for serious incidents. Each player must play for at least 8 minutes in each match by that club’s team.
4. Each team will play 3 matches. Maximum total playing time per player will be 70 minutes.
5. Coaches will remain off the pitch during the game, unless refereeing or attending to an injury and at half time. This includes breaks in play.
6. Referees will be provided by each of the teams playing each match, with the referee playing one half and then the other team’s referee playing the other half.
6. If one team gets six clear tries ahead, the game will end, and the score will be recorded. So, at 6-0, 7-1, 8-2, 9-3 etc.
7. This ‘final’ score will be used as the result for the Tournament purposes. The match may continue to full time, if both coaches and the referee agree but the score at the end of this extension to the game will not be put forward. If this is the case, then coaches are encouraged to switch their team around to ensure a more balanced game.
8. Substitutions will only be made during a break in play with knowledge of the referee. Substitutions are otherwise unrestricted.
9. Each Referee should sign and give the result slip for the match to the pitch marshal who will pass it on to the registration desk, these will be retained at the registration desk. In the event of a dispute over the result of a match, the referee's decision, having consulted the result slip, will be final.
10. Referees may use their discretion and require the substitution of a player for disciplinary reasons – any player substituted for disciplinary reasons may not return to the field in the game that they have been substituted in but may participate in subsequent games.
11. All kick offs and restarts will be by drop kick. The scoring side shall take restarts following a try.
12. There will not be semi-finals and finals as in a knockout tournament.
